Global Counterterrorism Forum Seminar, Nairobi

At a two-day seminar in Nairobi organized by the Global Counterterrorism Forum, Martin Kimani, Director of Kenya's National Counter Terrorism Centre, addressed delegates from nearly 30 countries on a shift in terrorist strategy: networks increasingly seizing and holding territory in order to run illegal taxation and contraband economies, rather than operating purely as clandestine cells.
